The bank’s Monetary Committee, at its monthly meeting on August 25th, cut its main interest rate from 0.5% to 0.25%—the lowest on record.Few had seen the cut coming. Bond prices prior to the move had implied that there would be no change in rates for the next three months. The bank had only just cut rates by a quarter of a percentage point the month before, matching the previous record low. ONE pleasure of the French summer is the publication of political fiction in media usually busy with the soap opera of real political life. During the holidays, reporters let their imaginations run wild. Improbable alliances, liaisons and betrayals are invented. Le Figaro, a conservative newspaper, ran a 17-part fictional series in August entitled “Hollande departs”. L’Opinion, another daily, ran a 14-part series originally called “The kidnapping of Arnaud Montebourg”.Other countries turn out political drama, from America’s “House of Cards” to Denmark’s “Borgen”. But the French seem keen on fiction based on real characters. In recent years directors have made films about serving, or recently active, politicians, including “La conquête”, a fictional portrayal of the rise to power of Nicolas Sarkozy, the former president. “Quai d’Orsay” was an entertaining glimpse into theatrics at the foreign office under a fictitious Dominique de Villepin, a former foreign minister.Television does it too. HIS 13-year reign as mayor of Berlin, Germany’s capital as well as one of its 16 federal states, coincided with the city’s rise as a metropolis of cool. On August 27th a column of Russian troops and equipment crossed the Russia-Ukraine border in the far south, at Novoazovsk, in an apparent attempt to open a new front outside the rebel-held areas and closer to Crimea. Ukraine’s security services released videos of ten Russian soldiers captured in eastern Ukraine. Reports have surfaced in Russia of mysterious funerals for members of Pskov’s 76th Airborne Division. As The Economist went to press, NATO was releasing photographic evidence showing that as many as 1,000 Russian soldiers are now in eastern Ukraine. Germany’s economy: Watching the wages


BLAMING Germany—or at least the austerity prescribed for the euro zone by Chancellor Angela Merkel—for Europe’s ills may be popular in France. But Germans are inclined, not without some pride, to see their economy as the strongest horse to pull the euro zone out of its misery. Hence the fear caused by a surprising update this month: real output shrank by a seasonally adjusted 0.2% in the second quarter from the first, and manufacturing by 1%.Part of the explanation was statistical. Thanks to a mild winter, there was more construction than usual in the first quarter. But geopolitical crises, especially in Ukraine, had a bigger impact. German exports to Russia have plummeted. Given the timing, the drop was due less to sanctions already imposed than to expectations of more to come. Russia accounts for only 3% of Germany’s total trade, so the losses were easily made up in higher exports elsewhere. Corporate settlements in the United States: The criminalisation of American business


WHO runs the world’s most lucrative shakedown operation? The Sicilian mafia? The People’s Liberation Army in China? The kleptocracy in the Kremlin? If you are a big business, all these are less grasping than America’s regulatory system. The formula is simple: find a large company that may (or may not) have done something wrong; threaten its managers with commercial ruin, preferably with criminal charges; force them to use their shareholders’ money to pay an enormous fine to drop the charges in a secret settlement (so nobody can check the details). Then repeat with another large company.The amounts are mind-boggling. So far this year, Bank of America, JPMorgan Chase, Citigroup, Goldman Sachs and other banks have coughed up close to $50 billion for supposedly misleading investors in mortgage-backed bonds. JUST a few months ago the euro zone’s leaders believed that, having weathered the storm, they were set fair at last. Buoyed by the promise of Mario Draghi, the president of the European Central Bank, to do “whatever it takes” to support the currency, confidence had seeped back into the continent.
